Customer: FDLE is composed of five areas: Executive Direction and Business Support, Criminal Investigations and Forensic Science, Criminal Justice Information, Criminal Justice Professionalism and Florida Capitol Police. Their purpose is to promote public safety and strengthen domestic security by providing services in partnership with local, state, and federal criminal justice agencies to prevent, investigate, and solve crimes while protecting Florida's citizens and visitors.
Issue: The FBI's Uniform Crime Reporting (UCR) program phased out its summary reporting system in 2021 in favor of incident-based crime reporting. It is necessary for states, such as Florida to make the transition to incident-based crime reporting to participate in national crime reporting statistics and analytics program. To accommodate this type of data, Florida's UCR Program must have a system that is capable of receiving, cleansing, matching and processing the data, as well report in the National Incident-Based Reporting System (NIBRS) format to the FBI. The current crime reporting processes (data collection, analysis, validation and dissemination) requires a mixture of manual and automated activities performed by many individuals in over 400 agencies using multiple, disparate systems. Due to historical design constraints, it was not possible to upgrade the current disparate systems to meet the new requirements.
