Maximizing government revenue, supporting underserved residents, and optimizing relief fund distribution.

Promise Network Inc. (“Promise”) is a technology company that modernizes and humanizes public services payments. Each year, millions of individuals face significant consequences for the failure to pay public services debt, including utilities, taxes, fees, parking citations, etc. Inevitably, non-payment leads to economic consequences that most significantly affect lower income households. Promise developed the PromisePay Platform and the Promise Relief portal to offer affordable solutions to low income households, enhance engagement and participation in debt relief programs, and help utilities and government agencies recover more revenue thereby serving all members of their communities.

Promise was built to provide a better experience to government agencies and customers who interact with their services. Our team is composed of accomplished engineers and technology executives with experience implementing large-scale and secure government technology services at leading companies including Google, Palantir, Uber, and Patreon. Additionally, our project managers, outreach and marketing leaders, and account executives have vast experience in the utility sector. Promise’s software has been leveraged for automated payment plans, full payment solutions, and relief distribution initiatives for numerous jurisdictions across the country.

The PromisePay platform is built on cloud-based infrastructure. It uses modern software development principles and partners with best-in-class technologies where needed. The platform is intended to accommodate each client and their unique needs with relative ease.

Additionally, Promise has helped government agencies distribute millions of dollars of relief funds using our proprietary technology, which allows for targeted outreach at scale, streamlined application flows, and rapid disbursement of funds. Our programs have been leveraged for COVID, the American Rescue Plan Act (ARPA), and the Low Income Household Water Assistance Program (LIHWAP) assistance/relief fund distribution. Promise is able to facilitate dramatically accelerated distribution of economic relief while ensuring a broader reach.

Promise has been recognized as an innovative pioneer in GovTech. In 2019, Promise received an award from the US Conference of Mayors for Best New Technology and was named in the top 10 Government Technology Startups by GovCIO Outlook. In addition, Promise has received the GovTech Top 100 award over multiple years.
