Overview of the E-Rate Cybersecurity Pilot Program for Cybersecurity ISVs

The Federal Communications Commission (FCC) E-Rate program enables K-12 schools and libraries to purchase affordable telecommunications and information services at a discounted rate through the Universal Service Fund. Open to all primary schools, secondary schools and public libraries, it is estimated that more than 20,000 applicants will apply for the 2024 funding window. Last year, about $4 billion was awarded in funding.

On June 6th, 2024, the Federal Communications Commission voted to adopt the Schools and Libraries Cybersecurity Pilot Program – a three-year program that will provide up to $200 million to selected recipients to purchase a variety of cybersecurity solutions and services. This Pilot Program will follow a similar process to the E-Rate program, including competitive bidding, requests for eligible service and equipment, and a reimbursement process. The Pilot Program will also allow the FCC to collect data about cybersecurity equipment and services that are best suited for protecting school networks from cyber threats.

This fall, the FCC will open an application filing window for entities that are interested in participating.
