Trust and legitimacy, perceived and real, are as important to the delivery of police service as the ability to clear calls. Modern Evidence-Based Policing (EBP) services have embraced open data and accountable business intelligence systems as critical to these goals. The act of being transparent is important but the ability to invite the community to a conversation supported by a shared understanding of the problem, is the key to democratic policing.

The Seattle Police Department (SPD), like many agencies, has embraced transparency and accountability. Modern data analytical infrastructure, including tools such as Tableau, have enabled the SPD to achieve the highest score on the Vera Institutes Police Data Transparency Index, and advance the traditional CompStat model of performance management to include measure accounting for the total cost of ownership of public safety– Equity, Accountability, and Quality.
