The attributes of open source include agile open standards which enable interoperability, cost savings and the like. As agencies frequently adopt an agile development model, they're building a little and testing a little rather than going into very, very large programs where there's vendor lock-in, and agencies are committed to a systems integrator over a long period of time where requirements change.
