The October 2024 release of the White House Memorandum on Advancing the United States’ Leadership in Artificial Intelligence marked the first ever National Security Memorandum (NSM) related to AI. As a directive of Executive Order 14110 on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, the document details objectives and goals to help guide government AI implementation with respect to national security.

The AI NSM and its directives represent a more unified, whole-of-government approach to AI, bringing clarity and cohesion to what has been a somewhat piecemeal approach to AI exploration among agencies. On top of laying the groundwork for a more unified approach, the NSM aims to assess the private sector’s impact on AI thus far, as well as determine appropriate guidelines for future exploration.

Achieving competitive advantage depends on accelerating AI innovation, which will require the continued support of private industry. To foster collaboration, the AI NSM includes commitments to engage with private sector stakeholders to better identify and understand emerging capabilities, as well as to streamline the acquisition and procurement processes — objectives that promise to reinforce the transformative role industry is already playing in AI development.
